SWACHH BHARAT MISSION

Swachh Bharat Mission (Grameen) was launched on 2nd October'2014 by the Hon'b1e Prime Minister with an aim to achieve the Open Defection Free (ODF) status of the nation by 2nd October'2019, as a fitting tribute to Mahatma Gandhi on his 150* birth anniversary, by eliminating the practice of Open Defecation. State of Arunachal energized the programme through People's Movement (Jan Andalon) as envisaged in the SBM (G). Arunachal achieved the target of ODF status as per BASLINE LINE SURVEY (BLS)-20 12, 22 months ahead of its targeted timeline under which 1,83,058 of Individual Household Latrines (IHHL) were constructed across the State. Moreover, 14237 Individual Household Latrines (IHHL} under LEFTOUT of BASELINE (LoB} during 2018-19 and another 10076 Individual Household Latrines (IHHL) under NO ONE LEFT BEHIND (NOLB) were constructed. Apart from IHHL, 1838 Community Sanitary Complex (CSC) were also constructed under SBM (G) Phase-I. Solid & Liquid Waste Management (SLWM) activities were also taken up partially at the Gram Panchayat level.

SWACHH BHARAT MISSION PHASE II 2020-21 TO 2024-25

The Union Cabinet has approved the second phase of Swachh Bharat Mission (Grameen) in the month of February'2020 for the period of 2020-21 to 2024-25, which will focus on ODF Plus, where priority is to be given to ODF Sustainability (ODF-(S), Solid & Liquid Waste Management (SLWM) and overall cleanliness of the village premises apart from IHHL under NO ONE LEFT BEHIND (NOLB).

The key objectives of the SBM (G} Phase-II are sustainability in ODF status of the villages and to improve the levels of cleanliness in rural area through Solid & Liquid Waste Management Activities on community basis, making villages ODF Plus. Accordingly under SBM (GJ Phase-II, our State will also take initiative to provide IHHLs for leftout households and newly emerged households, along with construction of Community Sanitary Complex (CSCJ to cater to the sanitation needs of migrants/floating labour population in the villages. Also, community compost pits and community soakplta will be undertaken during the period to take care of both bio-degradable solid waste and key water being generated at household level in the villages. Realizing the gravity of plastic menace, the programme also provides setting up of Plastic Waste Management unit at each Block HQ of the State in phased manner.

Gobar-Dhan is also an integral component of Solid Waste Management (SWM) for ensuring cleanliness in villages by converting bio-waste including animal waste, kitchen leftovers, etc. to cooking bio-gas. During the current financial year, the State Govt. proposed to take up 02 (Two) projects on pilot basis.Feacal sludge management in cluster of villages is also part of SBIvi (G) phase-II.
